About The Job

The City of Newburyport is hiring a Building Commissioner in Newburyport, MA for a full-time position. The Building Commissioner administers and enforces the Massachusetts State Building Code and related regulations while ensuring safe construction, occupancy, and maintenance of buildings throughout the community.

The role involves supervising Building Department staff, collaborating with residents, contractors, developers, and multiple municipal departments, and supporting the City’s management team. The position requires knowledge of building codes, accessibility standards, and industry best practices, along with the ability to issue permits and enforce violations as needed.

Job Responsibilities

Administer and enforce the Massachusetts State Building Code and local and state regulations, Review construction and renovation plans for compliance, Conduct or oversee inspections to ensure code compliance, Issue building permits and certificates of occupancy, Investigate complaints and take enforcement actions, Represent the City in court proceedings related to code enforcement, Monitor and improve reporting and documentation, Supervise Building Department staff and provide technical guidance, Develop and monitor the department's annual operating budget, Collaborate with Fire Department Health Department Zoning Administrator and other departments, Attend public meetings and hearings to provide technical expertise, Respond to inquiries from residents contractors architects and engineers, Maintain current knowledge of building codes accessibility standards and industry practices, Participate on the City administrative leadership team and perform special projects

Benefits Included

Position is within the Teamster Local 170 Department Head Union FY27 Salary $104, 644, Newburyport Retirement System for Pension, all other benefits as applicable through the City or Union contract (on website)

Preferred Qualifications

College degree or equivalent combination of education or extensive experience in building construction design or related construction trades, Minimum of five years of progressively responsible experience supervising building construction or design, Certification as a Massachusetts Local Building Inspector is required, Building Inspector/Commissioner certification is preferred or the ability to obtain certification within eighteen months of appointment, Valid Massachusetts driver's license

Preferred Skills

Thorough knowledge of the Massachusetts State Building Code State Sanitary Code ADA requirements Architectural Access Board regulations and local zoning bylaws, Strong understanding of building construction methods fire prevention life safety systems ventilation and egress requirements, Ability to interpret and enforce codes consistently and professionally, Excellent leadership supervisory and organizational skills, Strong analytical and problem solving abilities, Exceptional written and verbal communication skills, Ability to build effective working relationships with residents contractors municipal officials and regulatory agencies, Experience managing multiple projects and priorities simultaneously, Proficiency with permitting software Microsoft Office applications databases and electronic recordkeeping
